ZHANG Xu is a Master Degree graduate and researcher. Mr. ZHANG devoted his entire career to public service at the former Ministry of Culture, and later the Ministry of Culture and Tourism of the People’s Republic of China. His previous designations include but are not limited to the former Deputy Editor-in-Chief of the journal Public Culture, Editor-in-Chief of the Culture Monthly, former Deputy Director General of the Department of Society and Culture (on short-term secondment to the former Hebei Provincial Department of Culture as Deputy Director-General), former Director-General of the Department of Society and Culture（the Department of Intangible Cultural Heritage), former Director of the Central Academy of Cultural Administration, former Director-General of the Department of General Administration, the former Vice Minister of Culture, and the Vice Minister of Culture and Tourism of China.
